Double-degree education and its impact on the quality management system of higher educational institutions

In the universities of the Republic of Kazakhstan, as well as in other countries, work is underway to develop joint/double-degree educational programs according to the new concept of the development of science and higher education for 2023-2029. This factor shows the internationalization and globalization of educational programs developed by domestic universities. The work is caused by the topics and internal problems of higher educational institutions of the Republic of Kazakhstan that were studied, as well as an analysis of the current state of double-degree education and, therefore, the impact of this state on the quality management system of universities, as one of their representatives of providing higher and postgraduate education. A parallel is drawn between the state of double-degree education before the pandemic and after. The regulatory and international documents and their impact on the quality system of document management of state structures and higher educational institutions responsible for the successful implementation of double-degree education in the Republic of Kazakhstan are considered. The authors note that there is currently no full-fledged regulatory framework based on which higher education institutions can develop and implement joint/double-degree educational programs, where universities often try to solve the issues of training personnel according to these programs in a non-consecutive form. In connection with the above, the quality of the developed programs affects the training of highly qualified personnel.
