Abstract

The development of the "smart city" concept requires changes in society. Human capital must acquire additional properties to harmoniously integrate into the "smart city" concept. One of the means of changing human capital is the adjustment of education. Since existing approaches in the educational process do not allow the formation of appropriate human capital for the creation and development of a "smart city", as well as its life support, taking into account sustainable development. The purpose of this article is to identify the stages of human capital formation for the development and maintenance of a "smart city" through changes in educational approaches. The scientific and practical significance of this study is the justification of changes in the educational process to form the skills and experience of a person corresponding to the "smart city" concept. When writing the article, general scientific research methods were used: content analysis, review of scientific publications, synthesis and comparison method. The main results of the study include a comprehensive and in-depth analysis of the "smart city" concept and the stages of its development, as well as key skills and competencies that need to be developed based on the study of the concept of "smart residents". It is concluded that learning should become a creative process aimed at developing the student's creative experience. The contribution of this study contributes to the expansion of knowledge in the field of educational approaches in the context of the development of the "smart city" concept. The presented approach is capable of improving the human capital of Kazakhstan, which is more responsive to the dynamic reality than the approach that existed previously.
