Institutionalizing Service to Society: The Engaged University

This study explores the development of the engaged university model in the context of higher education transformation in Kazakhstan. Growing interest in the social mission of universities reflects the need for sustainable development and social justice, making the topic particularly timely. A comparative case study approach was used, including thematic analysis of strategic and internal documents and observation of current engagement practices. Nazarbayev University serves as the focal case, with its institutional practices compared to international engagement frameworks, such as the Carnegie Classification, the Engagement Scholarship Consortium, and the Talloires Network. The findings indicate that while elements of engagement are emerging in rhetoric, initiatives, and selected activities, a comprehensive institutional model has yet to be established. The theoretical contribution lies in clarifying how the engaged university evolves in transitional systems. The practical value of the study is in informing the design of engagement policies and strategies in Kazakhstani and regional universities.
